are their meaning the same?

For example;

My mom complained that I came home late.
My mom complained about my coming home late.

The examples above may be wrong ,but what I want to ask is that

is it okay to use the second pattern any where I like instead of writing ''that + sentence'' after the verb

And should I add a preposition after a verb (if the verb has) before using ''that + sentence(noun clause)''

What I mean above is simply that

I am afraid that + sentence
I am afraid of that + sentence

No! That's not OK. Most of the time the second pattern will be wrong if you do that. The second pattern is very much less used than the first.
