Are the following sentences correct?

Suppose Peter considers a problem very difficult and Paul considers it difficult but not very difficult. How do I compare what they think? Are the following sentences correct?

1. Peter considers the problem more difficult than what Paul considers it.

2. Peter considers the problem more difficult than what Paul considers it to be.

If neither is correct then what could you give me a correct one?
