Are the closed inverted commas after "permission" correct?

"It made me think, 'Oh, maybe I should have got permission'," he says, sounding a little regretful.

Are the closed inverted commas after "permission" correct? They look odd to me.

"It made me think ... ," he says ...

with another quote embedded in the gap.
