Are the 2 interchangeable?

Here are the different dictionaries

I'd like to know if they are interchangeable and how to know which to use, the first dictionary says they both can be said but the others say nothing.

Regard and respect are often interchangeable in the sense you have described. Language is not math and consequently it's impossible to have a rule that applies in all situations. However, I can say that regard isn't normally used in the plural in this sense.
