Which is correct:

1. These expressions tend to be negated in the same way.

2. These expressions ARE tend to be negated in the same way.

I'd choose the 1st one. But if I were to say that, it would look like: "They tend to negate these expressions the same way". To me, it sounds better...

Why are is acceptable in the sentence above?
