Are simple and are described

"The topic is the general subject of a paragraph or essay. Topics are simple and are described with just a word or a phrase."
Please explain to me why do we need the verb " are" again before described?

The second "are" is not essential, but including it arguably helps to break up "simple and described" and set off "described with just a word or a phrase" as a phrase.
