~ are set to ~ next year VS ~ will be set to ~ next year

1. The two banks are set to merge next year.

2. The two banks will be set to merge next year.

I ask this question because I don't understand clearly how a present verb 'are' can be used for a furture event.

The difference is.. 1 sounds that merger has already set and it's not likely to be changed?

and 2 sounds that there's possibility for the merger to be changed?
