Are sentence 1 and 2 the same?

1. He smokes as expensive a cigarette as he can afford.

2. He smokes as expensive a cigarette as any (other) cigarette that he can afford.

Hi, dear teachers. I know both 1 and 2 mean no other cigarette that he can afford is more expensive than the one(s) he smokes. But does that mean 1 and 2 are the same? If not, what is the difference between 1 and 2?

#1 is fine. He can afford to pay $3 for one cigarette. He cannot afford to pay $3.01. So he chooses cigarettes that cost $3.00.

#2 is not good.
