Are quote marks needed for "Sale"? And is it "department store" or "departmental store'?

Sale! Sale! Sale! This was the keyword on most signboards in the shopping malls and major departmental stores. "Sale!" "Sale!" "Sale!" "Sale!" This was the keyword on most signboards in the shopping malls and major department stores.

Are quote marks needed for "Sale"? And is it "department stores" or "departmental stores'?

Thanks.

The word Sale! as opposed to "Sale!" is in bold to make it more easy to read. Would quote marks be needed if the word is not in bold? Thanks.
