Are "questionable" and "doubtful" interchangeable here?

Man: What's wrong, Charlie? You want to go outside? Okay. But then don't bark at the mailman, you understand?

Whether Charlie understands is highly questionable/very doubtful.

I'm going to say that nothing is completely interchangeable, but these two come close. "Highly questionable" is more formal and therefore funnier, if I have to differentiate.
