Are ordinals determiners or adjectives

Question

Some sites say that they are determiners, and other sites say that they are adjectives.

There are disagreements on the adjective class.

Adjectives should be able to be cast in their comparative and superlative forms, and modified by adverbs.
True adjective: old, with its gradable forms: older, oldest, very old
That means that noun adjuncts are not adjectives, but nouns.
Noun adjunct: bell (as in bell ringer) It cannot form beller or bellest or very bell

Determiners and quantifiers don't pass the rules for adjectives. (There is first, but not "firster" or "firstest")

Ordinals are quantifiers, a subclass of determiners.

The reason you see the discrepancies is likely because some grammarians have refined strict rules on what makes an adjective, and how adjectives are distinguished from other words that modify nouns.
