Are or were?

I heard this from a travel blogger from New Zealand. He is interviewing an Argentinian living in Honduras.

What is it like living in Honduras as you WERE a foreigner?

Should it be "are" instead?

"were" can make sense, sort of, if the speaker means to imply that the interviewee was a foreigner when he/she arrived in Honduras, but might not be considered one now.
