Are or is
In the following sentence: The constitution does not fix a time limit for the President or the Governor to sign petitions of mercy before them, and prompt considerations and rejections, although rare, are not impossible.
Grammarly says are should be replaced with is. I just don't see how it can be is instead of are.
Can someone explain that to me?
