Are "Can't have v3" and "Couldn't have v3" interchangeable?
1) "He can’t have bought that expensive car, he has no enough money to buy it."
Can the sentence above be said as "He couldn't have bought that expensive car, he has no enough money to buy it" as well?
2) I couldn’t have won, so I didn’t go in for the flower-arranging competition.
