Are both correct?

Global IELTS course now in Naija.
Global IELTS course now at Naija.

Here, Naija is a district.

Or, Global IELTS course is now in Naija.

But if Naija is a city/district, the third option is fine. The first one might work, too, but not as a sentence.

For a headline, you don't need 'is'.
For a headline, use a capital for each word
