Are animals at the zoo tethered?

Are animals at the zoo tethered / on a leash / chained / shackled?

Thanks. What I meant to say is that they have chains on them but are free to walk within an enclosed area. It's the act of being "chained" that is the problem in question.

Modern zoos do not chain their animals. They put them in enclosures that try to mimic the animals' natural habitats.

That happens in zoos of poor quality, often in poor parts of the world.
