When and where are/were you planning to vacation?

Is were used to make the sentence more polite and less direct?

It more likely refers to either the past or a cancelled plan. Being that polite with a simple question is odd. We reserve it for requests, etc., not simple inquiries.

I use were for these sorts of questions. It is much less direct or intrusive.
Perhaps it is a regional affectation. My heritage is southern US.
