Are all prepositions adverbs?

Hey guys.

Prepositions are words that usually tell location or time, so:

He was in the cortex.

In the cortex is a prepositional prase; i.e.: Starts with a preposition (In) and ends with a noun (The Cortex).

An adverb tells place, time, manner, purpose, reason and etc.. So, technically, all prepositions act as adverbs, am I right?
