Are all "phrasal verbs" idioms?

I know "idiom" means "a group of words having unique meaning compared to the meaning of individual word in the group". Similarly, "phrasal verb" which is a combination of "verb + adverb or preposition or verb" too have different meaning compared the meaning of the verb, so I wonder can I say all "phrasal verbs" are "idioms" because phrasal verbs too have unique meaning compared to the real meaning of the verb?
