Are a and c both correct?

--Tom, did Mr Li join you in your discussion?
--No, he___, but he happened to have fallen ill.
A. would like to
B. will
C. was to have

I think a can be correct in the case that a "have" is put in between "would" and "liked" so that it becomes "would have liked to". Right?

'(If I/he) were to have' is subjunctive, but it does not fit your sentence.
