Arbitration? this paragraph is perplexing...

Howdy,


I have no idea how to interpret the following words (the part in bold)


Dispute Resolution Procedure


1. No steps shall be taken in any reference of Sub-Contract Dispute to arbitration until:

(a) after the completion of the Works, or the alleged completion of the Works by the Contractor, unless with the consent of the Contractor and the Sub-Contractor;
(b) the termination of the Contractor or the Contractor's employment Contract under main contract.


Can someone try to say it in plain English... ?

Ha! You're absolutely right! I have no idea whether that sentence has been written by a native speaker or not...
AvangiYou may not in any way begin the process of submitting this dispute to arbitration UNTIL : (a & b) .
