I heard somebody say that the judge's decision was arbitary and capricious.

What does this mean?

As for me, it's very strange to hear that a judge's decision was arbitrary.

It might mean that the judge just tossed a coin and made a decision based
on on which side the coin fell, which is very unprobable in the contemporary
world. I would rather say that the judge's decision was ill-considered,
precipitate, lacking deliberation, unreasanoble, unwise, unj
