Arbitrary

In some disciplines I have heard arbitrary used to denote a specific and intentional choice made from a spectrum of numerous possible values. For instance:

The usage I refer to might be like, 'an arbitrarily configurable system' - meaning that thought the system by definition must be configured in some way, it does not limit the configuration by design - the person specifying the configuration may do it however they like. In this case unlimited would not be correct because there is a limit to the possible configurations.

Looking up arbitrary one gets a definition that clearly specifies that lack of intention is indicated. Either the definitions of arbitrary I have found are not complete in this respect, or there is a missing word between arbitrary and unlimited.
