Arbitrary...

Winslow: After the toy hits the cymballs 53 times the bomb will blow off.
Oliver: 53, huh? Seems a little arbitrary, (random?)doesn't it?
Winslow: I filed 53 patents working for you. Queen industries made
millions, and I got nothing. 28 and counting. The toy has made 28 hits or 28 more to go?

Usually, decision is arbitrary which means that was made by someone with complete authority. Often, a decision that was made only because the person has the power to do it, would be called an arbitrary decision. So in this context it means unreasonable--it seems like a strange number to say.
