Hi,

the following excerpt is from a short story called "A Rose for Emily" by William Faulkner.

"...he who fathered the edict that no Negro woman should appear on the streets without an apron-remitted her taxes..."

What does the part in bold mean? I couldn't find an explanation anywhere...
