Approve the idea vs. approve of the idea

Hi!
I read the following question in a TOEIC book:

"9. As the new chairman did not approve ______, we had to come up with a new solution.

(A) the idea
(B) on the idea
(C) of the idea
(D) about the idea

(Answer: C)” ((p. 217, by Renald Rilcy, Achieve TOEIC))

Do you agree with the above that C is ONLY correct?
What about A? Don’t you say “the chairman did not approve the idea”?

It's a gray area. In the context of "the new chairman," approval can mean two things: (1) intellectually supporting the idea (2) causing the idea to be "passed," or adopted by the board. The question is, did the chairman use his authority to block passage of a motion (A), or did his negative feelings about the idea persuade those in favor of it to not go forward with a motion (C).

Both A and C are correct, as far as I can tell.

I guess I left something unsaid.

The chairman typically says, "the motion carries (is carried)" or "the motion passes (is passed)" or something like that. He may also say, "the motion is approved." He says this in response to the way the board has voted.
So really, you'd have to say "the board approved the idea," not "the chairman approved the idea." But note that "
