Approve sth vs. approve of sth

Hi!

I read the following question in a TOEIC book:



"9. As the new chairman did not approve ______, we had to come up with a new solution.



(A) the idea

(B) on the idea

(C) of the idea

(D) about the idea



(Answer: C)”



Do you agree with the above that C is ONLY correct?

What about A?

Don’t you say “the chairman did not approve the idea”?
