I'm not sure whether it is OK to put it like this ( I mean 'the institution' part).

What is important is that a social context of a local community suceeds in maintaining a type of interethnic solidarity which ensures that certain ethnic tensions are not predominantely perceived and dealt with according to the key of ethnic exclusiveness and ethnic conflicts outside appropriate/authorised institutions.

Thank you. In OAL Dictionary I found 'exclusivity' and 'exclusiveness' and on the Internet 'exclusivism' (to be honest I found it in some Eastern European translations so it could be a wrong translation).

I like 'exclusivism' best, I think. An '-ism' is what the problem really is. You could also consider 'xenophobia' in some places in the text, perhaps.
