I might paraphrase "approachable scale" as "undaunting size".

"Approachable" is more often applied to people. A person is approachable if they make you feel comfortable talking to them. To call a hospital approachable is a little joke, basically. You can feel overwhelmed by some huge, sprawling, impersonal health factory. A smaller place is not intimidating.

We talk about the scale of a thing, meaning its size in relation to other things of its kind or in relation to ourselves.
