Hi,
my dictionaries say you can use "I appreciate how/what/why..." and "I appreciate that...", but give "I'd appreciate it if..." as a fixed structure to remember (written in bold, like all the other collocations).
So I guess it's just that way, it's idiomatic.

Because in its "to value" sense, "appreciate" is a transitive verb and needs an object. Transitive verbs cannot be used on their own.

I'm quite sure that without it the sentence is incorrect. As for the reason, I was thinking: maybe we need it because "appreciate" is transitive ... What if we compared:

I wonder if you could lend me some money.
I'd appreciate it, if you could lend me some money.
