Japan and the US built a warm relationship and solid security alliance in spite of the fact that neither government has apologized for its wartime atrocities. Indeed, both sides justify their wartime actions as necessary given the strategic circumstances of the time. Furthermore, after the war the European partners of Italy and Austria ignore the blatant dodging of culpability in these former Axis countries.

Does these former Axis countries mean Italy and Austria?
And in the European partners of Italy and Austria, does the European partners mean Italy and Austria or Italy's and Austria's partner? I mean, are they in apposition?
