Appointed with the issuance

I am translating an occupational certificate and am not sure if it sounds well, it is a word by word translation:

Mr ... is appointed with the issuance of this certificate as tax advisor.



Should I leave out "issuance" or may be "by handing out of this certificate"

I would simply say "Mr X is hereby certified as a tax advisor" If there is an issuing authority, you could add that "by the Institute of ABC" Does this help?

I would simply say

"Mr X is hereby certified as a tax advisor"

If there is an issuing authority, you could add that
"by the Institute of ABC"
