Apply vs Be Applied?

Hi, I've read a few posts but still confused...

eg, If you don't select an option, Option A will apply.

So, why not will be applied?

but why people say eg, terms and conditions apply, but it is incorrect to say terms and conditions will be applied? what the difference this and the previous example may I ask? Tks, J
