Apply rules or Rules applied?

This forum is an excellent place for ESL studnets to ask questions.

This is my question:

It is correct to say: "These rules dont always apply." But, can we also say "These rules are not always applied"?

Should we say: "
If the special rule can apply to me, it should also apply to everyone", or " If the special rule can be applied to me, it should also be applied to everyone",

I think the word "rules" itself must be applied by "a person" (eg David) and why it is correct to say "these rules dont always apply"? Different from "a person", the word "rules" itself is not able to make "an action".

I am so cofused and your comments will be really appreciated.

According to your comment, both the below sentences are correct:

"If the special rule can be applied to me, it should also be applied to everyone" and

"If the special rule can appy to me, it should apply to everyone".

Is that right? Sorry, I am still a bit confused.
