apply for or renew study permit from or with the government?

Usually a study permit in Canada is issued by the government. I want to express the ideas of "apply for or renew my study permit from or with the government;" but I am not sure about which preposition (from or with or others) should be used to corresponding the verbs apply or renew here. Please help. Thanks a lot.
