Application ... on a family basis

Hi!

I want to say the competition only accepts application from families, which way of saying is better?

1. Application for the competition is on a family basis. Each family can enroll for not more than 5 members, and the children should be aged from 6-11.

2. We only accept family application for the competition. Each family can enroll for not more than 5 members, and the children should be aged from 6-11.
