Appeared vs. Has appeared

The fairy godmother appeared to me.
The fairy godmother has appeared to me.

I believe both tenses above happened in the past? How are they different?
How does the present perfect 'has appeared' focus on the present when it also happened in the past?
If it has something to do with relevance to the present situation, then how is it relevant?

Just a guess, does the first sentence happen only once? The second, not once?
