Apostrophe or not ?

Should the phrase " he has completed 20 years' exemplary service in the company" contain an apostrophe after the word years. From what I understand the apostrophe is used here to show possession. Is the service belonging to the years? Doesn't make sense to me.

Any help appreciated.
