Apostrophe confusion

Hi. Can someone help me on this? We are starting a 'foreigner's working group' with a local city council. The problem is, on our logo, we don't know if we need the apostrophe in foreigner's! Do we use

foreigners working group

foreigner's working group

or

foreigners' working group

All three permutations are in use, Chloe. I suggest the one with no apostrophe, so that it cannot be misplaced when the name is duplicated.
