On of my native friend believes that "three weeks" is also possible without an apostrophe. I think that if it's supposed to be, it should be "three weeks' ". What do you think?

I know that "a three-week" is OK.

It should be: One of my native friends...

An apostrophe is necessary, eg. three weeks' time.

They both seem wrong to me, but I suppose the one with the apostrophe is slightly better if you have to choose between them.
