If Shelby are Lisa are sharing something, then only Lisa gets the apostrophe. If Shelby and Lisa possess different things, then both get apostrophes. Thus if Shelby and Lisa are sisters, you write

Shelby and Lisa's cousins

because the two sisters will have the same cousins. If Shelby and Lisa aren't related, you write

Shelby's and Lisa's cousins
