"Why apostrophe does not hang both ways?"

I'm not really sure what you are asking. An apostrophe is a punctuation mark. So is a question mark, a comma, and a semicolon. We write these marks in a standard way.
Perhaps you have confused the apostrophe with a single quotation mark. The single quotation mark to start quoted text hangs differently than the closing single quotation mark. The apostrophe is a marke
