apologize that

"Mark apologized to me that he did not tell me the truth."

Is this sentence grammatically correct ?

Another one goes like:

"I regret that I hadn't studied regularly."

Is there a tense mistake in this one? Or do I deserve full points from both answers? Thanks.

No. Say eg "Mark apologized to me for not telling me the truth."

Is this sentence grammatically correct ?

Another one goes like:

"I regret that I hadn't studied regularly."

I see no reason to use Past Perfect.
