Doesn't it sounds as if the same person will be hit by a meteorite every nine year if ONE is used?

Not to me. It just means "one" compared to "two" or "twenty" or any other number.

No. One is just any single person in the world. This is the sentence if the same unlucky meteorite-attractor is targetted:

A meteorite will strike the same human being once in every nine years.
