I think you could use either, with slightly different meaning -- "anyone (in Pip's position, anyone who happened to meet this character) could tell" (= "would be able to tell" in a hypothetical circumstance). Or, "anyone (who reads the book, anytime) can tell" is a horrible human being. (= "is able to tell" -- I can tell, you can tell, anyone can tell) Does this make sense?
