Anyone can help paraphrase this sentence?

It is to admit the existence of some generic water which is no water in particular, and yet all waters in general.

It's from an article titled "The Evolutionary Method As Applied To Morality:I. Its Scientific Necessity", by John Dewey. (Link:http://www.brocku.ca/MeadProject/Dewey/Dewey_1902a.html )
