Anybody who's able to comprehend this?

Help me understand please?

Seriously don't get the grammar AT ALL.

In my opinion, it'd be much more understandable if it was

"post offices here largely deal only with postal matters."

,which I guess is what it's supposed to mean.

But I have no clue, never seen this kind of sentence construction in my entire life!
