I've never heard of this expression used in American English. It may be a local expression.

For me, a nosy parker is someone who wants to know about other people's business whereas a busybody is someone who interferes or meddles in the business of others.

"Nosey-Parker" is not in my dialect or any American dialect I know about. There is also "buttinski".

"Nosey-parker" is strictly British English, but Americans do use the simple adjective "nosy," as in "I have a really nosy neighbor. . . she's always watching to see who comes and goes on the block."
