Any two finishes

Do not understand the whole sentence, could anybody explain me:

"This entails 3 or more selections on the same race within 2 finishes in any order of 1st or 2nd."

Does "finishes" mean "places" here?

Yes, it is description of a bet, in particular of different betting possibilities. This one is called "combination forecast". The descriptions starts with the sentence I have provided followed by: "These are the terms in which need to be abided in order to a return to be given". As you see, the author did not pay much attention to correct expression.

It seems that you choose 3 or more horses in the race, and two of them have to fish in the top two.

Presumably, choosing more horses reduces your potential winning amount. (Otherwise, I'd just choose all the horses in the race!
