any tourist vs. whomever tourist

Please help!

Can you have a noun after whomever to mean the same as after any?

Eg. Is "And to whomever tourist the landscapes are fascinating" correct and does it mean the same as "And to any tourist.."

Here are some examples:

Whoever the tourist is, wherever they come from, and whenever they visit, they will find fascinating landscapes.
And for whoever comes to visit us, the landscapes are fascinating.
